
After years of extensive environmental planning and community outreach, the Orange County Board of Supervisors awarded long-term leases to two full-service Fixed Base Operators (FBOs) at John Wayne Airport; Clay Lacy Aviation, Inc. for the Northwest Full-Service FBO, and Aviation Consultants, Inc., doing business as ACI Jet, for the Northeast Full-Service FBO. Jay’s Aircraft Maintenance was awarded the limited-service FBO lease located on the Southwest parcel.
In response to community input, the approved General Aviation Improvement Program limits medium and large general aviation jet aircraft to 25.6 acres and designates 35.6 acres exclusively for small general aviation aircraft.
The pre-construction, planning, and permitting process for the development of the Clay Lacy and Jay’s Aircraft parcels will commence January 1, 2021. Once pre-construction activities are complete, construction of the proposed projects is estimated to be completed by December 2023.
Upon completion of the Clay Lacy and Jay’s projects, ACI Jet will commence development and construction. It is estimated the ACI project will be complete mid-2029. ACI may build a General Aviation Facility for customs clearance of international general aviation arrivals.
